As Merit-Aid Race Escalates, Wealthy Often Win (washingtonpost.com): "A 2003 study by the Indianapolis-based Lumina Foundation for Education reported that from 1995 to 2000, scholarship aid to students from families making $40,000 or less increased 22 percent in 1999 dollars.
